Dr. Bryan L. Kline is a criminologist, criminal justice practitioner, educator, and public-sector leader whose career has encompassed corrections administration, reentry and reintegration, homeland security, public policy, higher education, and elected public service. His professional work reflects an interdisciplinary approach that integrates academic research with the practical realities of criminal justice administration and institutional leadership.

Dr. Kline previously served as Warden of the Westmoreland County Prison, where he was responsible for the leadership and administration of a county correctional institution. He also served in elected office as the Westmoreland County Clerk of Courts. In 2009, Dr. Kline became the first individual from his political party in more than 50 years to be elected to a Westmoreland County row office.

Today, Dr. Kline applies his academic research and professional experience to the field of reentry as Director of Reentry Services in Pittsburgh, Pennsylvania. His work focuses on strengthening the transition from incarceration to the community through evidence-informed reentry practices, service coordination, justice-system partnerships, and strategies designed to address barriers associated with successful community reintegration.

Dr. Kline earned a Doctorate in Criminal Justice with a specialization in Homeland Security. He also holds a Master of Science in Law and Public Policy and a Bachelor of Science in Criminal Justice. His academic and professional interests include correctional administration, institutional security, reentry and reintegration, criminal justice policy, organizational leadership, public safety, and the intersection of behavioral health and the justice system.

In addition to his work in reentry, Dr. Kline serves as a contracted Subject Matter Expert for the United States Department of Homeland Security, conducting comprehensive assessments of detention facilities. His work includes evaluating institutional security, safety, emergency preparedness, custody management, operational practices, and compliance with applicable detention standards. 

Through these assessments, he provides professional observations and recommendations intended to strengthen operational integrity, institutional effectiveness, and adherence to established correctional and detention standards.

Dr. Kline is also the founder and Chief Executive Officer of Gray Line Solutions, a consulting and professional training firm focused on criminal justice administration and organizational improvement. The firm's areas of practice include corrections, reentry and reintegration, court collections, policy and program development, leadership, and specialized criminal justice training. His expertise in criminal justice policy and administration has also resulted in his providing testimony before the Pennsylvania House Judiciary Committee on matters affecting the justice system.

His experience as a correctional administrator further shaped his scholarly and professional interest in behavioral health within correctional environments. During his tenure as a warden, Dr. Kline observed the complex relationship among mental health, institutional behavior, public safety, rehabilitation, and successful community reintegration. These experiences contributed to the establishment of GreyLine Medical Management Group with three professional partners. The organization was founded with an emphasis on improving access to comprehensive behavioral and mental health services within correctional settings and supporting a more effective continuum of care for justice-involved populations.

Dr. Kline's professional experience extends across multiple components of the criminal justice and human-services systems. Early in his career, he worked in the private sector before transitioning into positions serving individuals experiencing homelessness, institutionalized youth, and individuals receiving mental health services. He subsequently served as a case manager in the behavioral health field and taught court-ordered Alcohol Highway Safety School programming. These experiences provided him with a broad understanding of the social, behavioral, institutional, and policy factors that influence involvement in the criminal justice system.

Education has remained an important component of Dr. Kline's professional career. He has served in both Assistant Professor and Adjunct Professor roles, teaching courses in criminal justice and psychology. His teaching emphasizes the connection between established theory, empirical research, public policy, and contemporary criminal justice practice. He is also contracted to provide instruction in Federal Appropriations Law and related refresher training to employees of federal agencies.

Across his work as a criminologist, correctional executive, educator, consultant, subject matter expert, and public official, Dr. Kline has sought to bridge the traditional divide between scholarship and practice. His professional philosophy emphasizes evidence-informed decision-making, accountable leadership, institutional integrity, public safety, and the development of criminal justice systems that support both effective administration and successful reintegration.
